I’m pleased to share my latest contribution to the discussion on military accountability in Taiwan. ⚖️ In this episode produced by TaiwanPlus, we delve into the story of suspicious deaths and systemic cover-ups within our military—centering on the tragic case of Corporal Tsai Hsueh-liang.

In my interviews, I offer three key perspectives:

1. Military Trial Reform – A Mixed Record
I acknowledge that the military trial reform implemented in 2013 marked a positive step forward. However, its impact had been limited., the subsequent Military Injustice Investigation Committee has yet to overturn any appeals. This raises important questions about transparency and accountability within our military justice system.

2. Justice for Corporal Tsai Hsueh-liang:
The 2019 forensic re-evaluation that overturned the initial suicide ruling in Corporal Tsai's 2008 death should have triggered a full reopening of the investigation. I strongly disagree with the Taitung District Prosecutor’s Office's decision not to reopen the case. The Department of the Military must be compelled to disclose all relevant evidence to ensure a transparent and thorough investigation. This isn't just about one case; it's about setting a precedent for truth and justice.

3. Hope for the Future:
The Service Member Relief Act of 2024 represents a significant opportunity to address the root causes of these issues. By providing enhanced support, protection against bullying and misconduct, and avenues for redress, this Act can help foster a more just and supportive environment for our service members. It's a crucial step towards preventing future tragedies.

【軍中人權仍待改善:軍中可疑死亡事件究責之路】

很高興能與大家分享我對台灣軍中人權與究責議題的看法。這集由 TaiwanPlus 製作的紀錄片深入探討了軍中可疑死亡事件,聚焦在蔡學良下士的悲劇,以及其所凸顯的系統性問題。

2019 年,台大法醫學研究所李俊億教授的重新鑑定推翻了最初的自殺判定,本應促成案件的全面重啟。然而,台東地檢署卻未進行透明與徹底的調查,做出了拒絕重啟偵查的決定,令人質疑。我堅決反對這一決定,認為台東地檢署應重新考慮調查,同時應要求國防部公開所有相關證據,以建立國人對軍隊與司法體系的信心。
3.未來的希望:《軍人權益事件處理法》 🌟
2024 年的《軍人權益救濟法》提供了解決這些問題根源的重要契機。透過加強對軍人的支持、防止霸凌和不當行為,並提供救濟途徑,這部法案有助於為我們的軍人營造一個更公正、更具支持性的環境,進而防止未來悲劇的發生。
